Activation and overhaul are different expenses

A hospital ship’s annual budget depends on its readiness status and deployment schedule. The later Mercy overhaul is a single shipyard event; adding it to an unrelated fiscal-year budget would not establish a recurring annual class cost.

Contracts & purchasing · 1

Ceilings, options and purchase agreements are not spending and are never added together. Obligations are under Contracts.
