Expenditure is different from budget authority
GAO reports FY2023 enacted funding of $142.4M, obligations of $111.5M and expenditures of $78.3M for mine countermeasures maintenance. These are different stages of the same funding process, not additive costs.
Bahrain decommissionings do not establish worldwide inventory
The Navy documented retirement of the four Bahrain-based ships in September 2025. That announcement alone does not prove that every Avenger-class ship worldwide had retired.
