What America's Biggest Weapons Programs Requested, Were Given, and Have Obligated
Requested, enacted and obligated dollars for seven major U.S. weapons programs, kept apart and sourced to the budget exhibits
Intro
What did America's biggest weapons programs request, receive and obligate?
As of October 22, 2026, DefDex publishes budget trackers that keep requested, enacted and obligated dollars in separate columns. This article reads seven: the [F-35 Lightning II](/programs/trackers/f-35-lightning-ii), the [Gerald R. Ford-class aircraft carrier](/programs/trackers/cvn-78-gerald-r-ford), the [KC-46A tanker](/programs/trackers/kc-46a-tanker-modernization), the [Trident II D5](/programs/trackers/trident-ii-d5), the [C-130J Super Hercules](/programs/trackers/c-130j-super-hercules), the [littoral combat ship](/programs/trackers/littoral-combat-ship) and the [P-8A Poseidon](/programs/trackers/p-8a-poseidon). "Given" means enacted. None of these seven has an announced-ceiling row. FY2026 obligations are partial. The USAspending baseline is current through October 6, 2026. The [Virginia-class submarine](/programs/virginia-class-submarine) and the [DDG 51 Arleigh Burke-class destroyer](/programs/ddg-51-arleigh-burke) have program pages and no budget tracker. No requested, enacted or obligated figure for either ship is published with these trackers, so none appears below.
Key takeaways
- The exhibits are named. FY2025 enacted amounts are the June 2025 book's "FY 2025 Enacted" column. FY2026 enacted amounts are the April 2026 book's "FY 2026 Discretionary Enacted" column, plus "FY 2026 PL 119-21 Spend Plan" where that row exists. FY2027 has a request and no enacted line amount.
- The F-35 FY2026 request is $6.7 billion, and it includes the aircraft. The Air Force line is 24 aircraft. The tracker stores the printed net, $3.6 billion. Enacted for FY2026 is $7.4 billion, including the aircraft line at $3.9 billion and a $1.0 billion spend-plan allocation.
- A reconciliation request is part of the request. The tracker stores that FY2026 P-1 column as mandatory and adds it to the discretionary request. Trident II's request is $2.6 billion, including $62 million of reconciliation. The littoral combat ship's is $557 million, including $34 million. The C-130J modifications request is $214 million from that column. The same P-1 prints no amount for a C-130J aircraft request.
- Obligations sit beside enacted amounts. Partial FY2026 obligations are $17.8 billion on the F-35, $4.5 billion on the P-8A and $490 million on the C-130J. The funding account on an award is not identified, so none of those is a share of that year's enacted lines.
How These Dollars Are Counted
Each column is one measure. Requested is what a budget asked for. Enacted is what a law provided, or a spend plan's allocation of a law's lump sum. Obligated is the net of actions on linked USAspending awards, negative actions included. The columns are not added, and a later enacted amount does not rewrite the request.
Procurement lines are the P-1. Research lines are the R-1. FY2026 requests come from the R-1 dated June 26, 2025, and the FY2026 P-1, from the Office of the Under Secretary of Defense (Comptroller). FY2026 enacted amounts and FY2027 requests come from the R-1 and P-1 dated April 21, 2026, from the Office of the Under Secretary of War (Comptroller). Amounts here are rounded to the nearest tenth of a billion, or to the nearest million below $1 billion. Tracker pages keep the exact figures. Rounded parts do not always add to a rounded total.
A blank printed amount is not zero. The FY2026 P-1 prints no C-130J aircraft request, and the tracker stores no zero. FY2025 enacted rows have no funding type, so they are not called discretionary. A spend-plan row is enacted and mandatory: it is the April 2026 book's P.L. 119-21 column. A discretionary request and a mandatory request on the same line are both requested, and the tracker adds them. The FY2026 reconciliation column is that mandatory piece.
Linked awards match an exact award key. One link is the DoD program code reported on the award. The other is an award title or description that names the program. A similar name is not a link. These trackers have no FY2027 enacted line amount. Each scope note says P.L. 119-103 states no program-line amount, and the linked awards have no FY2027 actions yet.
Seven Programs Side by Side
Each cell is one measure. FY2026 obligations are partial. The rows follow the FY2026 enacted amount.
| Program | FY2026 requested | FY2026 enacted | FY2027 requested | FY2025 obligated | FY2026 obligated (partial) |
|---|---|---|---|---|---|
| F-35 | $6.7 billion | $7.4 billion | $10.4 billion | $36.1 billion | $17.8 billion |
| Trident II | $2.6 billion | $3.2 billion | $3.9 billion | $3.3 billion | $4.0 billion |
| Ford-class | $2.8 billion | $2.9 billion | $2.2 billion | $2.2 billion | $2.6 billion |
| KC-46A | $3.0 billion | $2.9 billion | $4.1 billion | $2.6 billion | $4.2 billion |
| C-130J | $246 million | $1.7 billion | $969 million | $2.2 billion | $490 million |
| LCS | $557 million | $1.1 billion | $905 million | $362 million | $65 million |
| P-8A | $375 million | $371 million | $4.7 billion | $1.7 billion | $4.5 billion |
FY2025 has enacted amounts and no request rows. The C-130J request has no aircraft line.
The F-35
The F-35 tracker follows the research elements and the procurement lines for the carrier variant, the short-takeoff variant, the Air Force aircraft, modifications and a separate spend-plan line. The program record names the U.S. Department of War. The program page is F-35 Lightning II. Where the exhibit prints a net after "Less: Advance Procurement", the aircraft line is that printed net. Current-year advance procurement is not in the tracker.
FY2025 enacted is $2.9 billion, with no funding type on those lines and no FY2025 request. FY2026 requested is $6.7 billion, all discretionary, column "FY 2026 Disc Request". The Air Force aircraft line is P-1 line 3, 24 aircraft, and the stored amount is the printed net, $3.6 billion.
FY2026 enacted is $7.4 billion. The aircraft line is $3.9 billion, column "FY 2026 Discretionary Enacted". Another $1.0 billion is the spend-plan column, "FY 2026 PL 119-21 Spend Plan". FY2027 requested is $10.4 billion. The book prints a discretionary request and a mandatory request, and the tracker adds them. That mandatory column is "FY 2027 Mandatory Request", separate from the FY2026 reconciliation column. On the aircraft line the discretionary request is $2.4 billion and the mandatory request is $2.3 billion. There is no FY2027 enacted amount.
FY2025 obligations are $36.1 billion. Partial FY2026 obligations are $17.8 billion. The link set is 1,156 awards: 980 because the DoD program code is reported on the award, and 176 because the title or description names the F-35. In partial FY2026 those groups account for $13.7 billion and $4.0 billion. Lockheed Martin, reported as LOCKHEED MARTIN CORPORATION, shows $31.2 billion obligated in FY2025. Pratt & Whitney, reported as RTX CORPORATION, shows $4.8 billion. Added without rounding, every reported recipient matches that year's net.
The Ford-class Carrier
The Ford-class tracker is a Navy program. It covers the Gerald R. Ford Class research line and the ship-construction lines for the Carrier Replacement Program and for CVN-81, using the printed nets in the shipbuilding exhibit. The program page is Gerald R. Ford-class aircraft carrier.
FY2025 enacted is $2.1 billion. FY2026 requested is $2.8 billion, all discretionary, on subsequent funding for the carrier replacement, subsequent funding for CVN-81, and the research line. Those three lines are in the enacted column at the same amounts. The enacted total is $2.9 billion and also includes $150 million for prior-year completion, a line the request rows do not include. A missing row is not zero.
FY2027 requested is $2.2 billion. On the carrier-replacement line that is $642 million discretionary and $37 million mandatory, column "FY 2027 Mandatory Request". There is no FY2027 enacted amount. Linked awards show $2.2 billion obligated in FY2025 and $2.6 billion in partial FY2026. Newport News Shipbuilding, reported as HUNTINGTON INGALLS INC, accounts for $2.1 billion of the FY2025 obligations and $2.6 billion in partial FY2026.
The KC-46A, the P-8A and the C-130J
On the KC-46A and the P-8A, the FY2026 request and the FY2026 enacted amount use the same lines. On the C-130J the request leaves the aircraft line out.
The KC-46A is an Air Force program: the aircraft line, modifications and one research element. FY2025 enacted is $2.9 billion. For FY2026 the aircraft line is $2.8 billion requested and $2.7 billion enacted, inside a $3.0 billion request and a $2.9 billion enacted amount. FY2027 requested is $4.1 billion, of which the aircraft line is $3.5 billion. Linked awards show $2.6 billion obligated in FY2025 and $4.2 billion in partial FY2026. Boeing, reported as THE BOEING COMPANY, accounts for $2.6 billion in FY2025 and $4.2 billion in partial FY2026.
The P-8A is a Navy program: one research element, the Poseidon aircraft line and the P-8 series line. FY2025 enacted is $350 million. FY2026 requested is $375 million and enacted is $371 million. FY2027 requested is $4.7 billion. The Poseidon line is $4.2 billion of that request, beside $14 million enacted on the same line for FY2026. That pair is a request next to an earlier enacted amount. Obligations are separate: $1.7 billion in FY2025 and $4.5 billion in partial FY2026. Boeing accounts for $1.5 billion in FY2025 and $4.2 billion in partial FY2026.
The C-130J covers one research element, the aircraft line and the modifications line. Other C-130 variants are outside it. FY2025 enacted on the tracker is $215 million, modifications and research, with no aircraft line. The FY2026 request is $246 million. The P-1 prints no amount for the aircraft. What is printed is $214 million for modifications, from the reconciliation column and stored as mandatory, and $31 million for research, discretionary. FY2026 enacted is $1.7 billion and includes the aircraft: $1.2 billion discretionary, plus $287 million as a spend-plan allocation on that line. FY2027 requested is $969 million, including the aircraft at $637 million. Obligations are $2.2 billion in FY2025 and $490 million in partial FY2026. Lockheed Martin, reported as LOCKHEED MARTIN CORP, accounts for $2.1 billion in FY2025 and $460 million in partial FY2026.
Trident II and the Littoral Combat Ship
The Trident II tracker is one weapons-procurement line. The program page is Trident II D5. FY2025 enacted is $1.8 billion. FY2027 requested is $3.9 billion, one discretionary line. FY2026 enacted is $3.2 billion, including $610 million from the P.L. 119-21 spend-plan column. The rest of that enacted cell is the discretionary appropriation.
The FY2026 request is $2.6 billion. It adds the discretionary column and a reconciliation request on the same line. The reconciliation request is $62 million, column "FY 2026 Reconciliation Request", stored as mandatory.
Linked awards show $3.3 billion obligated in FY2025 and $4.0 billion in partial FY2026. Lockheed Martin accounts for $2.2 billion of the FY2025 obligations. Draper, reported as THE CHARLES STARK DRAPER LABORATORY, INC., accounts for $407 million.
The littoral combat ship covers module weapons, class support, modernization, mission modules, operating forces, a research element and prior-year completion. There is no new-hull line. The program page is Littoral Combat Ship. FY2025 enacted is $607 million. FY2026 enacted is $1.1 billion. Inside it, operating forces are $395 million discretionary and $391 million as a spend-plan allocation. The completion line is $6 million in the FY2026 discretionary enacted column. FY2027 requested is $905 million.
The FY2026 request is $557 million. It adds the discretionary lines and one reconciliation line. On in-service modernization the discretionary request is $203 million and the reconciliation request is $34 million, column "FY 2026 Reconciliation Request", stored as mandatory.
Linked awards show $362 million obligated in FY2025 and $65 million in partial FY2026. Lockheed Martin accounts for $257 million of the FY2025 obligations.
What These Seven Leave Out
DefDex publishes twenty-five budget trackers. These seven are the aircraft, ship and missile programs this article follows. An acquisition-code record is not a budget line. Obligations on six of these programs start in FY2008, and on the KC-46A in FY2011. Only FY2025 and partial FY2026 are set out here.
